The sample candidate in our resume example knows she excels in driving efficiency, profitability, process excellence, equipment analysis, and light industrial and component manufacturing. Including unterstellung in the summary immediately places her as someone who knows her industry and can navigate her job with confidence. After such a statement, it can seem strange to move on to such a simple, short bulleted list of core qualifications. The majority of employers now use screening software to filter candidates, and screening criteria are generally defined by keyword density. Different employers rely on different keywords, and this bullet list lets you keep your resume agile and flexible enough to adapt to each new job application by changing up the core qualifications to meet job expectations. Our manufacturing engineer resume sample includes a number of good terms to use, such as team collaboration and solutions development, but you should scan each job you apply for and refresh the list as needed. Now all thats needed is to show your skills in action. Why our old approach to college is putting a new generation at risk
Why our old approach to college is putting a new generation at riskWhy our old approach to college is putting a new generation at riskSociety has done a huge disservice to young people by relying on outdated educational and workforce training models developed 50 years ago. Our one-size-fits-all approach that promotes college as the single path to a profitable, high-skilled profession is putting both the economy and an entire generation at risk.We face a national crisis of rising college costs, decreasing degree-requiring jobs, and employer frustration with the younger generations in the workplace. Meanwhile, were pushing young people to obtain college degrees while simultaneously ignoring the importance of also acquiring valuable work skills. As a result, only 1 in 5 students feel prepared for todays job market. Were saddling them with enormous college debt for degrees that may bedrngnis pay off.Todays emphasis should no longer be just about getting young people ready for college. It should be about preparing them for careers for which college is one of many available pathways. College is a great postsecondary option if their career path requires it. Too many young people today go just to go, and too often, because of lack of forethought or direction, they choose a field of study where there either are no jobs available or they arent adequately trained for a profession.Follow Ladders on FlipboardFollow Ladders magazines on Flipboard covering Happiness, Productivity, Job Satisfaction, Neuroscience, and moreWhat young people dont often know because no one tells them before they venture into higher education is that there are great, living-wage careers to pursue that dont require them to go to college. Many of todays high-paying, high-skilled careers require a specialized industry credential or certification, not a college degree.Sending young people off to study for degrees without regard for whether theyre actually being trained for a viable profession has re sulted in an alarming skills gap in todays workforce. Employers are starving for people with hands-on skills and experiences that come from certifications, apprenticeships, licensures, and career training programs. A recent study showed that by 2025, the United States will be short 11 million qualified workers to support the economy.Manufacturers around the country, for example, are in desperate need of precision machinists. But attracting the younger generation to the work is remarkably difficult because of the stigma that only lower-performing students choose this kind of career. Still, the field offers immediate employment, high wages, and advanced opportunities. Far from the old stereotype of a dead-end factory job, work in this field now ranges from a robot operator to a machine builder to a computer automated manufacturing engineer.Students in both middle and high schools need to be made aware of the plethora of career avenues available and their respective training and salary prospects. Intentional career planning early on will allow them to choose advanced education purposefully and give them a better weg of reaching their goals.Prioritizing early career exploration also1. Gives young people a sense of directionOnce theyre made aware that their interests can translate into exciting career opportunities, they can begin exploring the appropriate academic pre-requisites and early training opportunities that will catapult them into a promising future.2. Answers the why behind their high school educationBecause I said so is not enough of a reason for Gen Y and Zers who want to know the why behind all of whats asked of them. Opening their eyes to the pathway toward their chosen career can spark enthusiasm to perform at a higher level. Theyll understand the relevance of their education to the life and career they want to achieve.3. Invites more experiential learningWhen teachers, coaches, and counselors know what careers their students want to pursue, they ca n connect the coursework with the attainment of their students dreams. Assignments, field trips, guest speakers, service projects and more can allow students to explore their interests and prepare for their various career paths.4. Allows them to acquire skills and industry knowledge that can empower young entrepreneursInternships, apprenticeships, and other hands-on opportunities are just a few of the ways young people can begin to excel in their fields of interest. Studies show that students who are exposed to career options early on in their educational journey graduate high school in greater numbers (93% over the national average of 80%). Career-minded education gives students a distinct competitive advantage.5. Positions them to know their objectives before investing time and moneyMost young people have been taught to first pick a college to attend, then pick a major, and when they finally graduate, then decide what job they want to do. But reversing that order would help direct them toward purpose-driven education and save them from having to figure out life with that enormous financial clock ticking.Mark C. Presidential Aircraft and Call Signs
Presidential Aircraft and Call SignsPresidential Aircraft and Call SignsPresident Franklin D. Roosevelt welches the first President to fly while in office, to get to a wartime conference in Casablanca in this case, he flew aboard an Army C-54 and the Dixie Clipper, a Pan American Boeing 314 under contract to the government. The first aircraft specifically assigned for Presidential transportation was a heavily modified B-24 Liberator that was re-designated as a C-87A Liberator Express (serial 41-24159) named Guess Where II. However, the President never made use of it because the Secret Service, after a review of the C-87s controversial safety record in service, absolutely refused to approve Guess Where II for presidential transportation - although the First Lady did make use of it to tour South and Central America in 1944. Presidential Aircraft Models There have been many aircraft that have served as Presidential transportation. While the current aircraft is commonly referred to as Air Force One, technically* the call sign only applies when the president is actually on board. There is a second VC-25A for use of the Vice President, and its call sign is Air Force Two when the Vice President is aboard. There is a history of aircraft used as Air Force One in the VC-25A link above, but there are some Air Force aircraft that have been used that are not listed, such as the smallest aircraft designated as Air Force One - the Aero Commander U-4B, used by President Eisenhower for short trips. It was also the first aircraft to use the distinctive blue and white paint scheme. Other Air Force craft used for Presidential Transportation include the Beach VC-6A, North American T-39A Sabre, and Lockheed VC-140B Jetstar. The President is also transported by way of helicopters, the first one Bell UH-13J the Air Force version of the Bell 47J Helicopter. President Eisenhower was the first President to fly in a helicopter off the White House lawn. Another previously used helico pter was the UH-34 Seahorse, followed by the VH-3A Sea King. The Military and Air Force One Up until 1976, the Marine Corps and the Army shared responsibility for Presidential helicopter transportation. Marine One is Presidential Call Sign that is also generally recognized by the public. This indicates that the President is flying on a Marine Corps aircraft Marine Two is used for the Vice President. When Army helicopters were/are used, the call sign Army One was/is for the President and Army Two for the Vice President. Since 1976, the Marine Corps has sole responsibility for Presidential helicopter transportation and currently uses either a VH-3D Sea King or a VH-60N WhiteHawk. The Navy One and Navy Two call signs are used for Navy aircraft. Theres only been one use of the Navy One call sign a Lockheed S-3B Viking (BuNo 159387) used to fly President George W. Bush in 2003 to USS Abraham Lincoln (CVN-72). The Coast Guard One callsign has not yet been used, but Coast Guard Two w as used once when Vice President Joe Biden used an HH-60 Jayhawk in 2009 to view the Atlanta Area that was flooded. If it happens that the President is using a civil aircraft, the call sign for that craft would be designated Executive One, and if it is the Vice President, then it would be Executive Two. The only President actually in office to make use of regularly scheduled commercial airline flights since the establishment of Presidential Transportation was President Nixon in 1973 during the energy crisis. A notable exception to this was the use of a military helicopter in 2009, when it took aboard President George W Bush after his term in office had expired the helicopter used the Executive One call sign. On the topic of commercial air lines, if the presidents family members are aboard, but not the president himself, the flight can (if it is determined by the White House staff or Secret Service to be necessary) use the call sign Executive One Foxtrot (Foxtrot indicating family). For the family of the Vice President, the call sign would be Executive Two Foxtrot. * Federal Aviation Administration Order 7110.65V (Air Traffic Control) Change 3 effective as of 2014 April 3

The Dirty Black Friday Secrets of Retailers
The Dirty Black Friday Secrets of RetailersThe Dirty Black Friday Secrets of RetailersIts a day that only comes around once a year, but before it gets here, you will have endured ??weeks of ads bombarding youwith all kinds of crazy offers and abspraches. Thats right Black Friday is upon us once again. Black Friday has been around for decades. It started life back in 1932 and was considered the start of the holiday shopping season. And while there are various origins of the name, the most popular came from the 1980s. Many stores and businesses were running at a loss, or in the red from January to November. On the day after Thanksgiving, they would once again return to profitability, or be back in the black. These days there are many ways to shop, and Cyber Monday has eclipsed Black Friday in many ways, but make no mistake, its mucksmuschenstill a huge shopping day for millions of Americans, and the retailers will be finding all sorts ofnew and ingenious ways to get you to part with yo ur money. Heres what you need to know to avoid many of the spending traps set up by stores around the country. Most of the Doorbuster Deals Are Scarce Lets first squash the myth that an ad can lie. No, it cant. It cannot be totally misleading. It cannot tell you something that is blatantly untrue. But, it CAN tell you something without focusing on the details. When you see an ad boldly shouting 60-inch LED TV Only $199 you have to look at the small print. If this is the doorbuster deal, it will be in short supply. The chances are, the stores offering these crazy deals have only a few of them to give away. These are known as loss leaders and the store is absolutely losing money on the deal. However, it will recoup it all, and much more besides, when people who came hoping to bag that deal stick around and keep shopping. So, dont count on a doorbuster. Dont even expect one. If you camp out night and day, you may still be beaten to the deal by someone who can run faster, and shove harder, than you can. Deals Will Often Require Extra Work By You There are three words that stores love, and consumers puzzle over - mail-in rebate. When you see a heavily discounted product, make sure you look closely at the price tag. If it says $200* (*after mail-in rebate) then you need to look at the price you will actually be paying on the day. Its possible youll be paying $350 on the actual day, and will have to wait to get that $150 back... if you jump through the right hoops. Even then, it can take 8 weeks to get your money back. By the time the New Year has come around, you could still be waiting for your money. Whats more, stores are hoping you just forget about it and never claim it. Millions of people fall for the mail-in rebate offers, but never follow through. Price-Matching Disappears at This Time For most of the year, stores are happy to price-match their competitors. It makes sense for them. Theyd rather make a small amount of profit from you, than none a t all. The week surrounding Black Friday is very different. Many stores have different doorbuster deals or heavily discounted promotions. They have bought extra stock of certain items, or are ready to take a loss on some to lure shoppers in. Price-matching during this time would be suicidal for stores. Suddenly, a store that offered 2 or 3 TVs at 80% below retail is setting up every other store to lose thousands. Dont expect to whip out the price-match guarantee. It will not be honored. The Before and After Prices Are Sketchy They come in various forms welches $100, Now $60 or SRP $299, Now Only $179 Its a fact that as consumers, we can be persuaded to buy an item based on how heavily it is discounted. Offering a vacuum at $99.99 is one thing, but offering it at 50% off, now only $99.99, is something else. Same vacuum, same price, different perception. When we think were getting a stellar deal, we are more likely to jump in. Stores can get around this in several ways. First, if the item was priced at the before price at any time during the year, even if only for a day, then the store can use it as its base price. If the store is given a suggested retail price by the manufacturer, however ridiculously high it is, they can use it. Some stores charge the same, or more, on Black Friday for items they have on sale throughout the rest of the year. They are hoping you buy into the signage and the frenzy, and consider it a great deal. You may also see before pricing that dates way back to the first time the item came on the market, like a big screen TV or laptop, but it may well have been selling for half that price for the brde 8 months. That deal youre getting may not be saving you $800, but merely $50 off the price it was a few weeks ago. A Lot of Deals Are Time-Sensitive to Increase Demand You may well have circled the great deals on your circulars, but make sure you check the times those deals apply on Black Friday. Many of the doorbuster deals will come with a time limit - say, until 11 am. The idea is to create a false sense of urgency and get you whipped into a state of shopping frenzy. After that time, the deal advertised will go up, sometimes significantly. Its not abait and switch because the ad will clearly state (even though it will do so in smaller type) that the price is only applicable until a certain time. You will also get rolling deals throughout the day. A toaster you saw for $10 at 8 am may be $20 at 11 am and $30 at 1 pm. So, on this day, shopping around can actually lose you money, as the prices on some items will have increased when you come back to get them. Many Black Friday Deals Are Discontinued, Obsolete, or Poor Sellers Look carefully at any deal youre thinking of getting. Retailers use Black Friday as a way of unloading stock that is selling poorly, discontinued, returned, damaged, or obsolete. You may think the printer is a steal, but if its impossible to get ink for it because its old technology, yo ure wasting your money. You may see a lot of almost, but not quite products as well. These are items that are a kind of poor cousin to the thing you really want - for example, a blender that has a top brand name, but is a stripped down, lower-powered, cheaper model. Youll see a lot of deals like this, and if it seems too good to be true, it just might be. Retailers are not in the habit of just giving you stuff and taking the hit. They Want You Shopping In-Store, Not Online Retailers want you in the brick and mortar stores. The frenzy created by Black Friday deals is palpableand infectious. Many of us get swept up in it all and spend much more than we were planning to. Online shopping has made that trip to the store almost pointless. You can find most of the Black Friday products ansprechbar that same day, or sometimes the night before. You can get it shipped to your home for free in most cases, sidestepping the chaos and avoiding the sheep mentality. What You Can Do Forewar ned is forearmed, and now that you know many of the tricks and techniques used on Black Friday, you can avoid them. Know just what youre getting yourself into. At the end of the day, Black Friday is simply a day of bargains, some of which will be good, most of which will be available at the same price, or close to it, on other days. So dont let it get you worked up.

Why Career Freak Outs Are Actually Good for You - The Muse
Why Career Freak Outs Are Actually Good for You - The Muse Why Career Freak Outs Are Actually Good for You Strange as it may seem, sometimes the best job transitions start with a good solid freak out. You know the kind: panicked breathing, crazy hair, fetal positions, and awkward conversations with yourself. We often categorize these moments as bad- but when it comes to moving your career forward, they can be very, very good. As a veteran of freak outs ranging from: âShould I take this promotion?â to âShould I leave this job?â to âIs it time to start my own company? What the hell am I doing?â Iâve learned that the best decisions Iâve made have happened as a direct result of them. Let me explain. First, Freaking Out Shakes You Up Often itâs not until we freak out about something that we truly recognize its value to our careers. For example, there was a long time when I was working as a consultant (wearing a suit every day!) that I knew I wanted to start my own company. Despite knowing this, I could not seem to make myself leave. And then my company started lay-offs. For a while I was on the team deciding who was getting pink-slipped, but it quickly became clear that if we continued the way we were going, one day my job would be gone as well. So, I decided to panic. But I didnât just panic, I full on lost it. I went through all the stages of grief, denial and worry about paying rent (coupled with a ton of time in the fetal position), and then I realized this might just be the shake up that I needed. For a long time, Iâd wished for a sign that would give me the courage to leave, but the safety of my job was holding me back from seeing the signs I so desperately waited for. But with that safety net of regular paycheck potentially gone in the very near future, I realized that I had nothing to lose, so I might as well leave on my own terms. This was my sign. Freaking out forced me to face my fears about leaving, confront what was really behind them, and realize that quitting my consulting career was what I had wanted all along. Yes, it was scary, but I learned that it wasnât so much the salary I was scared to lose, but the security of staying on the beaten path. And by acknowledging that, I could get past the idea of taking a short-term pay cut to go after my dream and instead focus on the fact that I could create a totally new path for myself. One that actually made me happy. SCARED, BUT READY TO MAKE A MOVE? Don't worry, we know a lot of awesome companies hiring right now. Check 'Em Out And Then it Moves You Forward For a long time in my consulting work, I felt half-asleep because the work no longer really interested me. I was going through my daily routine without paying much attention to anything, and I started to get worried that Iâd wake up 10 years down the road doing the same thing, wondering what had happened to my life. Of course, all of that changed when I seriously started to think about starting a business on my own and became paralyzed with fear. I was terrified, lonely, worried, and yet weirdly, I have never felt so alive. I realized then that I had a choice: I could sleepwalk through my life and take no risks, or I could push myself and take a leap of faith. I decided I wanted the unknown, because the known was no longer working for me. Of course, wanting more forced me to address the question: âIâm freaking out about really doing this- what do I do?â and actually build a plan around it. When was the last time you proactively created a concrete plan for your career? Most people have a vague sense of what could be next, but they donât give themselves the time to really think about how theyâll get there- especially if itâs not just a step up on the ladder at their current company. For me, my panic helped me build an exit strategy that gave me a little bit of breathing room and a financial cushion for my new business. I needed both my initial freak out about getting laid off, and the subsequent one about starting my own business to get me to where I am now. And where I am now is where Iâd dreamed of being- I run a successful coaching business. The moral of this story is that next time you freak out about your career, I want you to pat yourself on the back, because you are one step closer to that next great thing and that is pretty amazing. So, take a deep breath (literally- Harvard research proves this can only help you) and rather than allowing yourself to stay in fetal position forever, ask yourself: Why am I stressing out? And how can I use this feeling to power me forward? While it may be tempting to give into the panic, itâs important to first ground yourself- thatâs where breathing techniques comes in- and then figure out what your next (exciting!) step will be. You got this. Want more help with finding out whatâs next for you? Hereâs a free fancy-pants workbook on the 6 Simple Steps to Finding Work You Love. Veterinary Technician Scholarships
Veterinary Technician Scholarships Veterinary Technician Scholarships The veterinary technician career path is a popular and high profile option that has shown extremely rapid growth in recent years. There are many different specialties that a vet tech can pursue after completing their basic education, but achieving that vet tech degree can be a costly endeavor (whether the student chooses to attend traditional courses or to use distance learning programs). There are several available scholarship options that can help defray the cost of attendance. Here are some of the scholarships that may be of interest to students of veterinary technology: The American Kennel Club (AKC) Veterinary Technician Scholarship Program offers more than two dozen scholarships each year to full-time vet tech students. The program has had several high-profile co-sponsors in past years including Hartz and Bayer. Applicants must be enrolled in an AVMA accredited vet tech program and hold a student membership in the NAVTA organization. Awards range from $1,000 to $2,500. Cengage Learning offers an award that is more of a contest than a true scholarship. Instructors of veterinary technician students are encouraged to submit an online nomination to recognize their more outstanding students. Students are then entered in a drawing (held three times yearly) that awards the winner up to $300 to cover the costs of taking the Veterinary Technician National Exam (VTNE). The winning names are drawn one month prior to the application deadline for each testing window. The International Association of Pet Cemeteries and Crematories (IAPCC) offers the annual Doyle L. Shugart Scholarship Program for veterinary technician students. The program is open to all vet techs enrolled in an AVMA accredited program (and it is also open to second-year or higher veterinary students). Applicants must submit an essay of 250 to 500 words that emphasizes the importance of respectful aftercare and helping clients deal with the loss of a pet. The winning student receives a $1,000 scholarship and publication of their essay in the IAPCCâs quarterly magazine. Oxbow Animal Healthâs Veterinary Technology Scholarship is offered to vet tech students seeking a career in the field of exotic animal medicine. The application process requires a resume, transcript, reference letter, and a 300 to 500-word essay detailing why the applicant wants to work in the exotic animal field. The 2015 application deadline is March 1 with recipients announced on May 1. Two awards are available each year in the amount of $500. The Pet Care Trust offers the Sue Busch Memorial Award for veterinary technician students. The award is a $500 scholarship that is given to ten students each year. Applicants must be in their final year of study and be nominated by their school for the award. Selection criteria include academic achievement, interaction with animals, volunteering in the community to promote animal welfare, and participation in college clubs. The Society for Veterinary Medical Ethics (SVME), in partnership with Mars Petcare, offers a student essay contest each year as well as an additional Veterinary Technician Student (VTS) award. The essay contest award consists of a $1,000 prize plus an additional $1,000 to allow the student to attend the AVMA Annual Convention and present their essay. Entrants who are also enrolled in an AVMA accredited veterinary technician degree program are eligible for an additional VTS award of $250 and publication of their essay on the SVME website. It is possible that one essay could win both awards. Many vet tech schools also grant scholarships exclusively to students enrolled in their own programs, so it is always a good idea to check with your college advisor as to the availability of such awards. Other sources of veterinary technician scholarships may include state associations and specialty-specific organizations.

Military Code of Conduct, Article 3
Military Code of Conduct, Article 3 Military Code of Conduct, Article 3 Article III If I am captured I will continue to resist by all means available. I will make every effort to escape and to aid others to escape. I will accept neither parole nor special favors from the enemy. Explanation The misfortune of capture does not lessen the duty of a member of the Armed Forces to continue resisting enemy exploitation by all means available. Contrary to the Geneva Conventions, enemies whom U.S. forces have engaged since 1949 have regarded the POW compound as an extension of the battlefield. The POW must be prepared for this fact. The enemy has used a variety of tactics to exploit POWs for propaganda purposes or to obtain military information in disregard of the Geneva Conventions. The CoC requires resistance to captor exploitation efforts. In the past, enemies of the United States have used physical and mental harassment, general mistreatment, torture, medical neglect, and political indoctrination against POWs. The enemy has tried to tempt POWs to accept special favors or privileges not given to other POWs in return for statements or information desired by the enemy or for a pledge by the POW not to attempt escape. POWs must not seek special privileges or accept special favors at the expense of fellow POWs. The Geneva Conventions recognize that the regulations of a POWs country may impose the duty to escape and that POWs may attempt to escape. Under the guidance and supervision of the senior military person and POW organization, POWs must be prepared to take advantage of escape opportunities whenever they arise. In communal detention, the welfare of the POWs who remain behind must be considered. A POW must think escape, must try to escape if able to do so, and must assist others to escape. The Geneva Conventions authorize the release of POWs on parole only to the extent authorized by the POWs country and prohibit compelling a POW to accept parole. Parole agreements are promises a POW gives the captor to fulfill stated conditions, such as not to bear arms or not to escape, in consideration of special privileges, such as release from captivity or lessened restraint. The United States does not authorize any Military Service member to sign or enter into any such parole agreement. What Military Personnel Need to Know Specifically, Service members should: Understand that captivity is a situation involving continuous control by a captor who may attempt to use the POW as a source of military information, for political purposes, and as a potential subject for political indoctrination.Be familiar with the rights and obligations of both the POW and the captor under The Geneva Conventions and be aware of the increased significance of resistance should the captor refuse to abide by the provisions of the Geneva Conventions. Be aware that the resistance the CoC requires is directed at captor exploitation efforts, because such efforts violate the Geneva Conventions. Understand that resistance beyond that identified above subjects the POW to possible punishment by the captor for order and discipline violations. Certain actions by the POW can be prosecuted as criminal offenses against the detaining power.Be familiar with, and prepared for, the fact that certain countries have reservations to Article 85 of the 1949 Geneva Convention (III) relative to the Treatment of Prisoners of War. Article 85 offers protection to a POW convicted of a crime based on facts occurring before capture. Understand that captors from countries that have expressed a reservation to Article 85 often threaten to use their reservation as a basis for adjudging all members of opposing armed forces as war criminals. As a result, POWs may find themselves accused of being war criminals simply because they waged war against these countries before capture. The U.S. Government and most other countries do not recognize the validity of this argument. Understand that a successful escape by a POW causes the enemy to divert forces that might otherwise be fighting, provides the United States valuable information about the enemy and other POWs in captivity, and serves as a positive example to all members of the Armed Forces.Understand the advantages of early escape in that members of the ground forces are usually relatively near friendly forces. For all captured individuals, an early escape attempt takes advantage of the fact that the initial captors are usually not trained guards, that the security system is relatively lax, and that the POW is not yet in a debilitated physical condition. Understand the importance of beginning escape planning at the earliest possible moment and continuing escape planning throughout captivity even when no obvious escape opportunities exist. POWs should passively collect information on the captors, the strengths and weaknesses of the facility and its security personnel, the surrounding terrain and conditions that could affect an escape attempt, and items and materials within the camp that may support an escape effort. This alertness and continual planning for escape places a POW in the best position to exploit, facilitate, or provide assistance during an escape opportunity. Be familiar with the complications of escape after arrival at an established POW camp. These may include secure facilities and an experienced guard system, increased distance from friendly forces, debilitated physical condition of prisoners, psychological factors that reduce escape motivation (barbed-wire syndrome), and possible differing ethnic characteristics of the escapee and the enemy population.Understand the command supervisory role of the senior United States military person and the POW organization in escapes from established POW camps. Understand the responsibilities of escapees to their fellow POWs.Understand that acceptance of parole means a POW has agreed not to engage in a specified act, such as to escape or to bear arms, in exchange for a stated privilege, and that U.S. policy forbids a POW to accept such parole.Understand the effects on POW organization and morale, as well as the possible legal consequences, of accepting a favor from the enemy that results in gaining benefits or privileges not available to all POWs. Such benefits and privileges include acceptance of release before the release of sick or wounded POWs or those who have been in captivity longer. Special favors include improved food, recreation, and living conditions not available to other POWs. Special Provisions for Medical Personnel Chaplains Under the Geneva Conventions, medical personnel who are exclusively engaged in the medical service of their armed forces and chaplains who fall into the hands of the enemy are retained personnel and are not POWs. The Geneva Conventions requires the enemy to allow such persons to continue to perform their medical or religious duties, preferably for POWs of their own country. When the services of those retained personnel are no longer needed for these duties, the enemy is obligated to return them to their own forces. The medical personnel and chaplains of the Military Services who fall into the hands of the enemy must assert their rights as retained personnel to perform their medical and religious duties for the benefit of the POWs and must take every opportunity to do so. If the captor permits medical personnel and chaplains to perform their professional functions for the welfare of the POW community, special latitude is authorized those personnel under the CoC, as it applies to escape. As individuals, medical personnel and chaplains do not have a duty to escape or to actively aid others in escaping as long as the enemy treats them as retained personnel. U.S. experience since 1949 when the Geneva Conventions were first concluded reflects limited compliance by captors of U.S. personnel with those provisions. U.S. medical and chaplain personnel must prepare to be treated as other POWs. If the captor does not permit medical personnel and chaplains to perform their professional functions, they are considered identical to all other POWs with respect to their responsibilities under the CoC. Under no circumstances shall the latitude granted medical personnel and chaplains be interpreted to authorize any actions or conduct detrimental to the POWs or the interests of the United States.
